On August 9, 2016, the Governor signed An Act Modernizing Municipal Finance and Government (the “Act”), which amends many laws related to municipal finance and governance.  The Act includes changes to three public bidding laws – M.G.L. c. 30B, M.G.L. c. 30, and M.G.L. c. 149.  The changes to the public bidding laws went into effect on November 7, 2016.

The Hampden County Sheriff’s Department, the Awarding Authority, invites sealed bids from General Contractors for the Welding Ventilation at the Hampden County Correctional Facility in Ludlow, Massachusetts, in accordance with the documents prepared by Caolo & Bieniek Associates, Inc.

The project consists of General Construction Renovations and Repairs, along with all associated finishes required to complete the Project and as follows:

New vented hoods and associated mechanical changes. electrical modifications to support new mechanical equipment, existing louver to be replaced, and miscellaneous metals to be installed for hood support.

This project is located within a secure correctional facility. The Contractor shall abide by all specific requirements of a detention facility.

The work is estimated to cost $175,000.

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.

General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work:  HVAC and must submit a current DCAMM Certificate of Eligibility and a signed Update Statement (CQ3).

General Bids will be received until 1:00 p.m., Wednesday, December 21, 2022 and publicly opened, forthwith.

And be received no later than the date & time specified above.

General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), in the form of a certified, treasurer’s, or cashier’s check and made payable to the Commonwealth of Massachusetts from a responsible bank or trust company; cash; or a bid bond from a licensed surety.

Bid Forms and Contract Documents will be available for pick-up at Hampden County Sheriff’s Department, 627 Randall Road, Ludlow, MA  01056 (413-858-0119).

We do not mail plans and specifications.  Messenger and other types of pick-up and delivery services are the agents of the bidder and the Hampden County Sheriff’s Department assumes no responsibility.

A site visit will be held for bidders at 10:00 a.m. on Thursday, December 1, 2022. There will be no other opportunity to view the site.  Bidders must be cleared for entrance to the facility prior to the walkthrough date.  Attendee should contact Ann Speziali,, 413-858-0119 for clearance form, which will be used by the Department to perform a background check.  Completed form needs to be returned no later than 11:00 a.m., November 29, 2022 in order to attend the walkthrough.  Anyone found to be a security risk will not be allowed entrance.  Individuals will be required to present a valid form of identification upon arrival on December 1, 2022.
