On August 9, 2016, the Governor signed An Act Modernizing Municipal Finance and Government (the “Act”), which amends many laws related to municipal finance and governance.  The Act includes changes to three public bidding laws – M.G.L. c. 30B, M.G.L. c. 30, and M.G.L. c. 149.  The changes to the public bidding laws go into effect on November 7, 2016.

GAS FIRE SUPPRESSION SYSTEM

Formal Quotes for a Gas Fire Suppression System will be accepted by the Sheriff’s Department Hampden Jail and House of Corrections, 627 Randall Road, Ludlow, MA 01056,  until Thursday, September 19,  2019 at 2:00 PM.  Per M.G.L. c.30 §39M for Publics Work project. Sheriff’s Department Hampden is seeking formal quotes for replacement of existing system with a PEMALL “THE WATCHMAN 14” UL 1254 Fueling Station Fire Suppression System. Installation is to be performed by a Certified Installer. including all labor,  piping, fittings, cylinders, nozzles, seal tights, brackets, signage, thermal detectors, etc. in accordance with the system plans Project No:C19003; CAD #C19003FSPEMALL; 03/06/2019) as approved by the Ludlow Fire Department on 03/15/2019 .  Inspection of a new system and puff test as required by LFD are to be included in price.  Removal of the old system and piping is to be included.

Shower Stall Finish Replacement Project

The Hampden County Sheriff’s Department, the Awarding Authority, invites sealed bids from General Contractors for the Shower Stall Finish Replacement at the Hampden County Correctional Facility in Ludlow, Massachusetts, in accordance with the documents prepared by DHK Architects Inc.

The project consists of demolition of the existing shower stall finishes to the substrate in order to allow for a complete new epoxy shower stall coating system. The existing stainless steel panels shall remain, be cleaned, and integrated into the new shower stall system. Existing floor shall be prepared for the new epoxy floor coating. Existing shower stall drain to be removed and disposed of. Replacement of the shower stall drain will be set into new concrete. Once drain is set and concrete cured, a new epoxy floor system will be installed to positively drain all water to the new drain. Additionally the floor will have a percent aggregate added to the mix in order to provide a non-slip floor surface in the shower stalls.

This is an occupied building and the project requires construction phasing. This project is located within a secure correctional facility. The Contractor shall abide by all specific requirements of a detention facility.

Mass. State Project No. SDH1850 the work is estimated to cost $1,068,412. Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.

General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work:  Painting and must submit a current DCAMM Certificate of Eligibility and a signed Update Statement (CQ3).

General Bids will be received until 1:00 p.m., Tuesday, November 5, 2019 and publicly opened, forthwith. Filed sub-bids for the trades listed below will be received until 1:00 p.m., Tuesday, October 29, 2019 and opened forthwith.Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder’s Update Statement.

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), in the form of a certified, treasurer’s, or cashier’s check and made payable to the Commonwealth of Massachusetts from a responsible bank or trust company; cash; or a bid bond from a licensed surety.

Bid Forms and Contract Documents will be available for pick-up at Hampden County Sheriff’s Department, 627 Randall Road, Ludlow, MA  01056 (413-858-0119). There is a plan deposit of $100.00 per set (maximum of 2 sets) payable to Commonwealth of Massachusetts in the form of a certified, or cashier’s check.

This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.

Additional sets may be purchased for $100.00. We do not mail plans and specifications.  Messenger and other types of pick-up and delivery services are the agents of the bidder and the Hampden County Sheriff’s Department assumes no responsibility.

A mandatory site visit will be held for bidders at 10:00 a.m. on Wednesday, October 9, 2019. There will be no other opportunity to view the site.  Bidders must be cleared for entrance to the facility prior to the walkthrough date.  Attendee’s name, date of birth and social security number must be submitted to the Sheriff’s Department for background check no later than 11:00 a.m., October 8, 2019 in order to attend the walkthrough.  Anyone found to be a security risk will not be allowed entrance.  Individuals will be required to present a valid form of identification upon arrival on October 9, 2019.  Submit attendee information to Ann Speziali via e-mail at ann.speziali@sdh.state.ma.us or by telephone 413-858-0119.
